Constant Chat or html bar at the bottom of the site?

I've tried various ways to create a constant bar that will not move or refresh on page changes within the site. Much like a chat bar at the bottom of the site but I want to put my own html codes on the bar.

Has anyone done this successfully with JR? I'm using Nova.

The closest I've gotten is with this code but it refreshes when I go to other pages on the site.

What exactly do you want this bar to do? Why can't it refresh?

If you wanted it to stay there and never refresh then your entire site would have to be AJAX (every internal link).

If I understand what you're trying to do though, most of the 'chat bars' you see DO refresh when the page is loaded but uses sessions or cookies (or a database or all of them) to re-insert the same content on each load (chat for example).
