When a power user was trying to create a new user, the new users quota selection system was not showing any quota_id's so no quota_id was sent.
Since there is no quota to put the new user into, the creation fails.
The issue was
$_user['user_power_quota'] was being used, where as $_user['quota_power_quota'] was correct.
Also needed a check to see if the screen was a create or an update screen. |

| Changed the used checks to get the quota selection system out to be chosen by the power user. |
