By default, Jamroom uses the PHP “GD” functions to resize and manipulate images within Jamroom. One of the problems with GD, however, is that it does not handle animated GIF images correctly, and therefore ends up showing a “static” GIF in place of the animated version you are looking for. To fix this, simply change the Jamroom Config - Image Settings - Skip .GIF Processing to "no". You'll want to delete and then re-upload the GIF images, but going forward Jamroom will no longer dynamically resize the GIF Images so the animations will still work.
Note: On large Jamroom systems it is highly recommended to only use the JPG and PNG image formats, as these image formats support more than 256 colors and produce smaller file sizes. You can disable the use of GIF images in your Jamroom by removing the "gif" entry in the Jamroom Config - Media Settings - Valid Image Formats option.
